Hon. Carmen Remedios “Ivy” Hotchkiss Durano was born on July 29, 1978, to Ramon “Nito” Durano III and Elizabeth Limguaco Hotchkiss. A devoted solo parent, she is blessed with one daughter, who continues to inspire her commitment to compassionate and people-centered public service.
Vice Mayor Durano pursued her tertiary education in Business Administration, majoring in Marketing, at the College of Notre Dame in Belmont, California, USA, where she completed three years of study. She later earned her Bachelor of Business Management from the Centre for International Education in 1998. Committed to lifelong learning and effective governance, she obtained her Master’s Degree in Development Management and Good Governance from the University of Makati in 2012.
For more than 24 years, Vice Mayor Durano has dedicated her life to public service, driven by an unwavering commitment to improving the lives of the people of Danao City and contributing to the progress of the Province of Cebu.
Her public service journey began in 2002, when she was elected Punong Barangay of Barangay Guinsay. During her tenure, she also served as President of the Liga ng mga Barangay for two consecutive terms, where she championed grassroots governance, strengthened barangay institutions, and promoted community development initiatives.
Inspired by a broader vision of serving the entire City of Danao, she successfully ran for was elected City Councilor in 2007. During her second term as city councilor, she was elected President of the Philippine Councilors League (PCL), earning an ex officio seat in the Sangguniang Panlalawigan of Cebu. From 2010 to 2016, she served two consecutive terms as a Provincial Board Member, actively participating in the formulation of policies and legislation that advanced the welfare and development of the Province of Cebu.
Following her tenure in the Provincial Board, she was appointed Provincial Anti-Drug Abuse Department Head of the Province of Cebu from 2016 to 2019. In this capacity, she spearheaded province-wide anti-drug advocacy programs, prevention campaigns, and community-based interventions that promoted safer and healthier communities.
In 2022, Vice Mayor Durano returned to local legislation after being elected once again as City Councilor of Danao City. During her term, she chaired the following key committees:
- Committee on Finance, Budget and Appropriations
- Committee on Tourism, Beautification, and External Affairs
- Committee on Barangay Affairs and Rural Development
As a legislator, she distinguished herself as one of the most productive members of the Sangguniang Panlungsod. During her three-year term, she principally authored and sponsored 91 ordinances and 161 resolutions, including landmark legislative measures that continue to shape Danao City’s growth and development. Among these are:
- The Ordinance Institutionalizing “Danao Here and Now” as the Official Tourism Brand of Danao City;
- The Institutionalization of Dayung Danao as the City’s Community Leadership Program;
- The Solo Parents’ Code of Danao City;
- The Comprehensive Tourism Code of Danao City;
- The Updated Danao City Youth Code;
- The Danao City Sports Code;
- The Gender and Development (GAD) Code of Danao City;
- The Children’s Code of Danao City; and
- The Danao City Omnibus Revenue Code, as
In 2025, Hon. Durano was elected Vice Mayor of the City of Danao. As the Presiding Officer of the Sangguniang Panlungsod, she has championed reforms that strengthen legislative governance, promote transparency, and make government services more responsive, accessible, and accountable to the public.
Among her flagship initiatives is the establishment of the Legislative Implementation Unit (LIU), which launched Balaod 360—an innovative legislative information and public education program designed to make local ordinances more understandable and accessible to every Danawanon. Through this initiative, enacted legislation is translated into practical and citizen-friendly information, fostering greater public awareness, encouraging civic participation, and bringing legislative services closer to the people.
Her exemplary leadership has likewise earned recognition beyond Danao City. She currently serves as President of the Lady Local Legislators League (4L) of the Province of Cebu, where she leads and represents women legislators in advancing responsive, inclusive, and people-centered local governance across the province.
Throughout her distinguished career, Vice Mayor Ivy Durano has remained steadfast in her belief that public office is a public trust.
