In a significant step toward strengthening good governance and public accountability, the City Government of Danao conducts a public hearing on the proposed “Ethics and Integrity Code for Public Servants of the City Government of Danao”, a measure that seeks to institutionalize professionalism, anti-corruption values, transparency, and merit-based public service across all levels of the local government.

The public consultation gathers stakeholders, resource persons, government officials, and representatives to provide insights and recommendations on the proposed ordinance authored by Councilor Don Roel Arias.

Anchored on the constitutional principle that ‘public office is a public trust’, the proposed ordinance aims to establish a comprehensive local framework that promotes ethical conduct, accountability, and service excellence among elected officials and government employees. It likewise seeks to strengthen safeguards against corruption, favoritism, conflicts of interest, abuse of authority, and other practices that undermine public confidence in government institutions.

Among its key provisions are the institutionalization of merit-based appointments and promotions, the creation of an Integrity and Ethics Committee, whistleblower protection mechanisms, ethics and integrity training programs, and measures to ensure transparency and accountability in public service.

City officials emphasize that the public hearing forms an essential part of the legislative process, allowing stakeholders and citizens to participate in shaping policies that directly impact governance and public service delivery.

“Good governance is strongest when it is built not only by government but also with the participation of the people,” officials noted during the consultation.

“Public trust is earned through transparency, accountability, and a shared commitment to integrity.”

The consultation also highlights the importance of continuously improving governance systems to ensure that ethical standards are not merely stated in policy but translated into everyday practices within government offices.

If enacted, the ordinance will serve as a local code of conduct that reinforces the City Government’s commitment to professionalism, discipline, transparency, and public accountability while fostering a culture where competence, fairness, and integrity guide decision-making and public service.

The initiative reflects the continuing governance reforms of the City Government of Danao under the leadership of Mayor Nito and the Sangguniang Panlungsod lead by Vice Mayor Ivy Durano, recognizing that strong institutions and ethical public service are vital foundations for sustainable development and public trust.

As Danao City continues to pursue inclusive growth and responsive governance, the proposed Ethics and Integrity Code stands as a milestone effort to ensure that public service remains anchored on the values that citizens rightfully expect from those entrusted with serving the community.
