A recent spot check conducted on March 24, 2026 by the Department of Energy (DOE) m, through its Energy Utilization Management Bureau, has placed Danao City Government among the highest-performing local government units in energy governance, with a 98% compliance rating under the Government Energy Management Program (GEMP)— equivalent to a 5-star or excellent level.

The near-perfect rating was not based on declarations alone but on onsite validation of systems, policies, and actual operational practices.

Investigative review of the compliance checklist shows that Danao City has moved beyond surface-level adoption and has embedded energy efficiency into its institutional framework.

At the policy level, the city demonstrated full compliance in the institutionalization of energy efficiency and conservation, including the formal designation of Energy Efficiency and Conservation (EEC) Officers and focal persons across departments, as well as the issuance of enforceable internal guidelines on electricity and fuel conservation.

Notably, the LGU has operationalized the GEMP online system of the Department of Energy, ensuring regular and continuous updating of electricity and fuel consumption data, enabling systematic monitoring and reporting anchored on a centralized, government-standard platform.

On the ground, validation teams observed that electricity conservation measures are consistently enforced across offices. These include the installation of inverter-type air-conditioning units, strict adherence to the 24°C thermostat policy, and regulated operating hours limited to 6–7 hours daily, with calibrated adjustments during peak summer months. Physical inspections also confirmed behavioral compliance, such as keeping enclosed spaces sealed to prevent energy loss, regular maintenance of cooling systems, and the practice of powering down lights and equipment during non-operational hours.

The transition to LED lighting systems and controlled elevator usage—prioritized for peak hours and vulnerable sectors such as senior citizens and persons with disabilities—further reinforced efficient energy use.

Fuel management protocols were likewise found to be systematic and documented. The city maintains records of preventive maintenance for government vehicles, including oil changes and mechanical checks, alongside detailed trip tickets and dispatch logs. Drivers are oriented on fuel conservation practices, such as minimizing engine idling, optimizing travel schedules, and maintaining steady driving speeds, aligned with road safety standards.

These measures point to a coordinated approach that integrates both technical compliance and human behavior management.

Equally critical is the city’s compliance in reporting and accountability mechanisms, with updated monthly reports on electricity and fuel consumption readily available for review— ensuring transparency and audit readiness.

This development is a direct continuation of the city’s energy efficiency reforms initiated in July 2025 under the leadership of Mayor Ramon “Nito” Durano III and Vice Mayor Ivy Durano.

Earlier reports already indicated measurable gains, including reductions in electricity consumption and expenses, alongside sustained monthly savings.

Based on its baseline data for the year 2024, the LGU has recorded an average monthly consumption of approximately 193,172.18 KWH. After implementing energy efficiency measures, they have achieved an estimated reduction of around 3.2%.

The latest GEMP validation confirms that these were not short-term outcomes but part of a scalable and enforceable system of resource management.

More than a technical achievement, the 98% compliance rating underscores a broader governance direction— where austerity measures are translated into operational discipline, and where savings from reduced energy consumption are strategically redirected to priority development programs.

It also reflects how national policies, when fully localized and enforced, can yield tangible fiscal and environmental benefits at the community level.

With this validation, Danao City positions itself as a model for institutional compliance and energy governance, demonstrating that effective public administration lies not only in policy formulation, but in consistent execution, monitoring, and accountability.
