Mhel Stephen E. Batucan is a State Scholar, Licensed Professional Teacher, public servant, and youth advocate committed to advancing responsive and inclusive governance. He earned his Bachelor of Physical Education degree from Cebu Normal University, graduating Magna Cum Laude and ranking among the institution’s outstanding graduates.

He currently serves as SK Chairman of Barangay Cabungahan and as the SK Federation President of Danao City, where he sits as an Ex-Officio Member of the Sangguniang Panlungsod (City Council), representing the youth sector in local legislation and policymaking.

As a young legislator, Batucan has championed proactive, accountable, and results-driven youth governance. Under his leadership, the Pederasyon ng mga Sangguniang Kabataan of Danao City was recognized as one of the Most Outstanding Sangguniang Kabataan Pederasyon in the Philippines by the National Youth Commission and the Philippine Youth Development Network, the highest national recognition bestowed upon SK Federations.

Grounded in the belief that leadership is measured by service rather than age, he continues to demonstrate that young people deserve a meaningful seat at the decision-making table, not because they are the leaders of tomorrow, but because they are capable of leading today
